Let there be (artificial) light ...

I've often felt that one reason many people are unable to draw well is that they were trained in badly lit rooms. My main beef is unidirectional lighting. It is unnatural to have lighting that removes all shadow making form next to impossible to evaluate, especially for beginners. This may be the source of the dark cubicles of which you speak, so I'd say the intention may be good but the execution may not be.
